Fire risk assessment in Hillingdon: the local picture
A converted Uxbridge house with shared stairs cannot be assessed on the same assumptions as the common areas of a newer Hayes apartment block. Establish who is responsible for the relevant premises and obtain existing fire safety records, plans and details of shared systems. Peachtree Maintenance can help arrange access and coordinate maintenance evidence for resulting actions. Where a West Drayton landlord owns only one flat, recommendations affecting communal doors, risers or alarm systems should be taken to the responsible building manager rather than treated as unrestricted private work.
What the rules say
The Regulatory Reform (Fire Safety) Order 2005 requires the responsible person for common parts of multi occupied buildings, most HMOs and commercial premises to carry out a suitable fire risk assessment and keep it under review.
The Fire Safety Act 2021 confirmed this includes the building structure, external walls and flat entrance doors. Since October 2023 the full assessment must be recorded in writing. Reviews are expected regularly and after any significant change.
Hillingdon licensing
Hillingdon operates a borough-wide additional HMO licensing scheme for HMOs not already covered by mandatory licensing, including shared homes with three or more people forming two or more households. The council's application guidance states that applications opened on 20 May 2026 and were required by 23 August 2026.
