Fire risk assessment in Harrow: the local picture
Harrow on the Hill conversions and flats above South Harrow shops can involve shared escape routes that need to be understood in the context of the whole building. A fire risk assessment should have a defined scope, an identified responsible person and information about existing precautions and occupancy. Commercial uses below accommodation may require coordination between different parties. Keep resulting actions separate from routine tenancy repairs where they concern common parts, and ask the relevant freeholder or building manager to authorise work within their control.
What the rules say
The Regulatory Reform (Fire Safety) Order 2005 requires the responsible person for common parts of multi occupied buildings, most HMOs and commercial premises to carry out a suitable fire risk assessment and keep it under review.
The Fire Safety Act 2021 confirmed this includes the building structure, external walls and flat entrance doors. Since October 2023 the full assessment must be recorded in writing. Reviews are expected regularly and after any significant change.
Harrow licensing
Harrow's selective licensing designations cover privately rented properties in Edgware, Roxeth, Greenhill, Marlborough, Wealdstone North and Wealdstone South, subject to exemptions. Edgware and Roxeth took effect on 2 May 2026, Greenhill and Marlborough on 6 July 2026, and Wealdstone North and Wealdstone South on 1 September 2026; each designation lasts five years.
