Fire risk assessment in Newham: the local picture
A shared terrace in West Ham, a flat above an East Ham shop and a managed block in Stratford do not have interchangeable fire safety arrangements. Establish the assessment scope and the responsible person before commissioning work, and provide existing fire strategy information for managed buildings. Peachtree Maintenance coordinates assessments and maintenance actions relevant to the agreed premises. For converted houses in Forest Gate, current room use and the actual escape route are important details, particularly where alterations have changed doors, circulation space or access to the final exit.
What the rules say
The Regulatory Reform (Fire Safety) Order 2005 requires the responsible person for common parts of multi occupied buildings, most HMOs and commercial premises to carry out a suitable fire risk assessment and keep it under review.
The Fire Safety Act 2021 confirmed this includes the building structure, external walls and flat entrance doors. Since October 2023 the full assessment must be recorded in writing. Reviews are expected regularly and after any significant change.
Newham licensing
Newham's selective licensing designation began on 1 June 2023 and covers qualifying rented residential accommodation that does not fall within mandatory or additional HMO licensing. It applies across the borough except Stratford Olympic Park and Royal Victoria wards, subject to exemptions.
