Fire risk assessment in Haringey: the local picture
A converted Muswell Hill house with a shared staircase needs an assessment based on its layout and management, not a generic checklist for all Haringey flats. Buildings near Seven Sisters with shops below may also involve different uses and people responsible for adjoining spaces. Supply existing assessments, information about escape arrangements and details of known alterations. The assessment should identify practical actions and responsible parties, with common-part work referred to the freeholder or manager where the individual landlord lacks authority to commission it.
What the rules say
The Regulatory Reform (Fire Safety) Order 2005 requires the responsible person for common parts of multi occupied buildings, most HMOs and commercial premises to carry out a suitable fire risk assessment and keep it under review.
The Fire Safety Act 2021 confirmed this includes the building structure, external walls and flat entrance doors. Since October 2023 the full assessment must be recorded in writing. Reviews are expected regularly and after any significant change.
Haringey licensing
Haringey's additional HMO licensing scheme covers HMOs throughout the borough that are not covered by mandatory HMO licensing, including Section 257 HMOs. The council states that all property rented as an HMO in the borough requires a licence, subject to the statutory exemptions described in its guidance.
