HMO licensing in Brent: the local picture
Brent's additional HMO scheme, introduced on 2 February 2026, covers smaller shared homes within its published scope across the borough, including Wembley Park. This is separate from the selective licensing exception for that ward. For a Harlesden or Neasden shared property, confirm occupancy, household relationships and any converted-flat arrangements with the council before choosing an application route. Peachtree Maintenance can help organise safety records and agreed remedial tasks, while licensing decisions, exemptions and permitted occupation remain matters for Brent Council to determine.
What the rules say
In England a mandatory licence is needed where five or more people from two or more households share facilities such as a kitchen or bathroom. Councils can also run additional licensing for smaller HMOs and selective licensing for other private lets.
Applications usually need current gas, electrical and fire safety documents, floor plans and management details. Licences commonly run for up to five years and carry conditions. We help gather the evidence and keep it current. We are not a law firm.
Brent licensing
Brent's selective licensing scheme covers rented homes let to a single person, two people or a single household throughout the borough except Wembley Park ward, subject to exemptions. A borough-wide additional HMO licensing scheme began on 2 February 2026 for homes occupied by three or four people forming two or more households and qualifying Section 257 HMOs outside mandatory licensing.
